The Spokesperson for Small and Medium Enterprises has suggested considering a later date for the implementation of new regulations regarding the excise tax on tobacco products and their substitutes. He proposed that the changes should take effect on January 1, 2026, as noted in his opinion on the draft law.

Will delaying the excise tax benefit the industry?

On the bankier.pl portal, it is noted: “An important aspect of the proposed changes is the timing of their implementation. The Spokesperson for Small and Medium Enterprises advocates considering a later implementation date—January 1, 2026. Sudden changes in law, particularly those related to public-legal levies, such as in the tobacco sector, make it difficult for businesses to plan medium- and long-term strategies. These changes pose a significant systemic barrier to economic development.”

Additionally, it is stated that such sudden legal changes negatively affect the trust of entrepreneurs (manufacturers, suppliers, distributors, and others) in lawmakers and administrative bodies. “A sudden shift in these regulations may force businesses to drastically revise their budget plans and the profitability of ongoing investments.”
